3 states target global warming

Like their compadres on the East Coast, Oregon, California and Washington are banding together to combat global warming. Though this looks in part like a political ploy on embattled Gov. Grey Davis' part, the three governors are absolutely correct in noting the Bush administration's abyssmal failure to confront or even acknowledge this problem.
