It sure looks to me like the Energy Efficiency and Renewables Act that Wisconsin governor Jim Doyle signed yesterday could provide a model for other states. Not only did the state mandate a 10% renewable energy portfolio standard by 2015, but also addressed development of renewable technologies within the state and strengthened conservation measures, which includes banning state government raids on the conservation fund. Many interests groups are singing the bill's praises, including business groups and the state's AARP. Environmental organization Clean Wisconsin praised the bill's passage through the legislature earlier, so it looks like the Dairy State's government managed to please many different constituencies. Unlike our fearless leaders in Washington, though, they brought all concerned on board from the beginning -- what a refreshing difference!
