Where the Rubber Meets the Road, Canadian-style

From Howling, an article on the Canadian national budget post-Kyoto. Lots of interesting items here, but as writer Peter Calamai notes:
A vision for a "green economy" peeked out from the federal budget, but much of the government's revised environmental strategy remains hidden, especially how to meet Canada's Kyoto climate change target.
While promising to spend at least $2.3 billion more on Kyoto programs over the next five years, the budget provided no estimates of the reductions in greenhouse gas emissions from that spending.
